Why can I comment without signing in?

When commenting, I type in my email, and my username and website name comes up and I can post a comment without signing in. Why?
The blog I need help with is: (visible only to logged in users)

Where are you commenting? On a WordPress.com website, comment settings are set by a website administrator at Settings > Discussion. It is not even necessary to have a WP account to comment on a WP website, let along be logged in, if the settings allow non-members to do so.

It’s not a wordpress site. But that shouldn’t happen though, right? Don’t you always have to sign in to comment, especially on a non-wordpress site that permits wordpress users to comment? It was like that in the past.

Other hosting service providers will have different rules. Sometimes you have to create an account to comment. Some websites might allow non-members to sign in under Twitter account to comment. You may have a choice which account you’d like to comment under, such as: Facebook, Twitter, Google+, Disqus, etc.
