Why can't I access my dashboard?

  I did not choose to have a blog. I want to use WordPress to build a website at http://www.plumcottagebears.com.

  That does not appear to be registered anywhere or hosted. Do you have an existing website/blog? Not just a domain name?

  I do not have an existing website. The url is hosted at Melbourne IT.

  WordPress.com and WordPress.org are completely separate and different. This support forum is only for bloggers who have free hosted WordPress.com blogs. It is not for those who are setting up self hosted WordPress.org installs. http://en.support.wordpress.com/com-vs-org/

  If you are intending to register a WordPress.com blog and then map from it to your domain then you are posting to the correct support forum. In that case see here:
  http://en.support.wordpress.com/register-a-blog/
  http://en.support.wordpress.com/domains/map-existing-domain/

  If that is not the case then you are posting to the wrong support forum and ought to be posting to http://wordpress.org/support instead.
