Why can't I access wp-admin after upgrading?

  After upgrading I cannot log in to wp-admin. I have tried clearing the cookies and changing the theme back to twenty eleven. I did the upgrade from the dashboard panel. As soon as it started the upgrade it locked me out.

  I also went to FTP file manager at Go Daddy and changed the name of the plugins folder.
