why can't I find permalinks in settings

Do I need to have WP premium to change my URL structure? My posts default to year/month/day prefix however I don’t want my posts dated. I’d rather create my own URLs. Let me know.

The blog I need help with is: (visible only to logged in users)

    Hi there,

It isn’t possible to change the permalink/URL structure here at WordPress.com. That’s a feature of self-hosted WordPress sites using the software from WordPress.org. (You can read more about the differences between WordPress.com and WordPress.org if you’re curious.)

At WordPress.com, all posts include the date in the URL, although you’re welcome to change the slug (at the end of the URL) in the post editor. On the other hand, pages will only include the slug, without a date. Please let me know if you have any questions about that. :)
