Why cant i import a wordpress design?

I wanted to import a WordPress design and uploaded it. The site told me it would message me in 24 hours as soon as the design would be integrated into my website. This didnt happen.
The blog I need help with is: (visible only to logged in users)

You cannot import a theme. You can only import content. Using any external theme on any WordPress.COM blog is not possible.
You cannot upload any third party themes into a WordPress.COM hosted blog so be clear on that. The only themes we can use on WordPress.com blogs like your blog are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:

WordPress.org offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

I once created a wordpress site and then i saved on my computer so i could later upload it again. This is what i did. Maybe i expressed myself wrong before.

Maybe you did but what I posted above is correct. You cannot import a theme. You can only import content. Using any external theme on any WordPress.COM blog is not possible.

When i designed the wordpress site back then it said i could save a complete backup on my computer and later upload it. This should be possible right?

Not at WordPress.com. You are thinking of independently-hosted blogs using WordPress.ORG software.

What’s possible is creating an export file that will contain only blog content without the theme and widgets.

If you imported content as described here http://en.support.wordpress.com/moving-a-blog/#moving-from-wordpress-org then what will be imported does not include:
themes, templates, child themes,layouts, stylesheets from other themes.I will tag this thread for Staff to reset the importer for you.
