Why can't I upload a background image I picked from WordPress' suggested sites?

  I dowloaded a custom background from one of the free sites listed on the Custom Background page, but when I tried to upload it to my site, I received an error message, “Sorry, this file type is not permitted for security reasons.” Please help. Thank you.
