why cant I upload a theme I created for free

  I have a theme file which I want to upload. I am unable to do so without paying

  You can’t upload third party themes on the free plan, but you can choose from a lot of free themes at https://wordpress.com/themes/. If you want to upload third party themes and plugins, you must upgrade to the Business Plan.
