Why can't Jetpack reach my public website?

    I installed Jetpack on our self-hosted blogs and now the admin pages have a “Connect to WordPress.com” button for me to click in order to enable all Jetpack features. When I click it, I get “Your website needs to be publicly accessible to use Jetpack: site_inaccessible.” This is a public library website that has been live since 1997, so the problem is not that our site is unreachable. What is the specific file Jetpack is looking for?

    I found out through further searching and a quick test that it’s looking for xmlrpc.php — which I have removed from every WP install I do, ever since an unfortunate experience with xmlrpc.php security a few years ago. I suppose it’s time to consider reinstating it.
