Why can't the Page Author manage their page?

As the administrator of my site, I would like different users to be authors of their own pages, so, I assigned each author their own page. Unfortunately, an author has informed me that they cannot edit the page I have assigned to them, they can only post to the blog’s home page. I do not want them to post to the blog homepage, I want to be the only one that can post to the home page.
Why can’t the Page Author manage their page?

The front page displays the most recent posts by default — this may include posts by different authors.
If you’d like, you could set up a static front page instead:
http://en.support.wordpress.com/pages/front-page/You could then build a Custom Menu including links to each author’s posts — for example: http://sustainableagriculture2012.wordpress.com/author/marciesavoie/
