Why does default WordPress Gallery suck so hard?

So, I’ve been using WordPress for close to 10 years now. Having just seen the (awful) introduction of Gutenberg and the painfully inadequate block builder that is way too little too late, I’ve been wrestling with another MASSIVE shortcoming:
The default WordPress gallery
WHY, in all the years of development, has it remained such a POS? Non-responsive, no styling options in the dashboard, generally painful to get it to do anything beyond display 1 of 4 image sizes in ‘insert your row # here’.
WHY is the WordPress dev team wasting precious time and resources on a drag + drop block builder, when they could spend a few weeks (hell, a whole month or 2!) and whip their miserable stock gallery into shape.
Most of the gallery plugins out there are a pain in the ass to use on the other end of the spectrum, and my god, wouldn’t it be nice to just be able to add a simple WordPress gallery, decide what size you want the images to be (maybe even add a few aspect ratio options, go wild!), style the border and caption, and MAKE IT RESPONSIVE!
WHY is that so much to ask?!
