Why does it cost money for domain-mapping?

When I Googled how to remap my domain, the results on the WordPress website led me here https://en.support.wordpress.com/map-existing-domain/ which show that it should be free or a type of upgrade. However, when I followed the instructions I was prompted to enter credit card or Paypal information. I already pay for a domain. To use WordPress ad-free I have to pay extra for that. But why do customers who already have their own domain have to pay to map it here?

WordPress.com operates on a “Freemium” business model where the base services are free to use, but optional paid upgrades are required for more advanced features.
Using a custom domain has always been a paid upgrade on WordPress.com. You will need to set up Domain Mapping to use your domain with your WordPress.com site:
