Why don't PDF links work?

Why is it that I, as the owner of the site, am the only user who can view the PDF files that I’ve uploaded to WordPress? Shouldn’t the File URL work for anyone?

Please give us a direct link to a post or page where you’ve used PDF links, starting with http:// to make it clickable.

Here is the post
Mexican Officials Downplayed “State’s Responsibility” for Migrant Massacres
Most all of the links in the post are to PDFs that I’ve uploaded to the WordPress server.
One person reported that it worked with Firefox but not IE. Also not working on Safari, evidently.

I checked in both Chrome 29 and FF 23.0.1 and several of those PDF links lead to “404-Not Found” errors.

I thought that I had. Some of the links were incorrect, but others were simply inaccessible. For now, I’ve uploaded the files to another server and changed the links.
Is it not enough to simply upload the files and use the “File URL” address the appears on the “Edit Media” page for that object?

FWIW-I didn’t encounter any inaccessible links, only broken ones.
There are several methods described in the support doc I linked to and “File URL” is one option.

The way that I created the links was to highlight text in the posting, then insert the “File URL” I was given on the “Edit Media” page. For some reason, this was creating problems. If I use the “Insert Media” button instead, then it seems to work, but in that case I have to input the link text on the “Edit Media” page — meaning, I think, that I cannot link to the same PDF file in two places if the text is different.
