  why I don’t have home page sittings in customization in my website while others have?

  Please share your site address.

  If your site is hosted at WordPress.com, you will need to publish at least two pages that are not private to see that the homepages settings under the customizer. You can check out the steps for it here: https://wordpress.com/support/pages/front-page/
