Why is CSS editing not included in the free plan?

Hi. I have just joined WordPress.com and picked the free plan. I am trying to create a support group, in which helps people with a learning disability to speak out there concense and be able to report abuse and neglect to proper authorities in New Jersey. So, I am not looking for any money, and it is not a business website. So I am wondering why my service should be in part with a busness plan to only add CSS editing. I would understand if I wanted somebody else to do the work for me, or have so called CSS templates. As a matter of fact, I think it is more work for myself to add CSS manually.
I know that I could choose one of the business plans and get free webhosting and domain name free for 1 year. However, what do I do when the year contract ends? Honestly, I do not think it is fair to charge someone, for doing somethibg good for the community. Will this ever change? -

If I have posted my question in the wrong category, I do appologise. However, I did not see that there are different categories until I had clicked on submit. I would move it, but I do not see an option to do so, unless this is not visable on a mobile phone. Otherwise please let me know if one of you need to move this thread.

The Free plan is designed as a starter plan with more than enough features to create and host a fully functional website or blog.
CSS is a more advanced feature and that’s why we’re including in the Premium and higher plans.
Alternatively, you can use the free and open-source WordPress software and host your site in a provider that offers free hosting. There you’ll be able to edit your site’s CSS.
