Why is Nigeria not on the list of countries for .com registration?

Why is it that my country, Nigeria is not on the list of countries that can get a .com address? This is so upsetting!

Because of Nigerian spammers.
You can buy a prepaid credit card from a country that IS approved, and use that.

But you see, this is one reason why some normally honest Nigerians will cheat just because they want something that everybody else has, but they are disenfranchised from having. There are spammers all over the world for crying out loud! So, what do you do about Nigerian spammers who live in those countries on the list of ‘acceptable’ countries? Is it okay as long as you’re spamming from any other country apart from Nigeria? It’s just like saying because a country or religion is linked with terrorists, therefore citizens of that country or adherents of that religion will not be allowed to board air planes, shop on-line or allowed into other countries.

Understand your frustration, but your argument is with PayPal, because that is the payment gateway for WordPress.com.
