Why isn't my site already configured?

When people go to my site, it says this:
There doesn’t seem to be a wp-config.php file. I need this before we can get started. Need more help? We got it. You can create a wp-config.php file through a web interface, but this doesn’t work for all server setups. The safest way is to manually create the file.Create a Configuration File
It was doing this before, and then stopped. I thought it was already configured so I’m confused. Would love to have the site back up ASAP. Thank you!

That other site is not a free hosted WordPress com blog. You are posting to the wrong support forum to get help with it. This one is only for free hosted WordPress>COM blog issues. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.org bloggers.
