Why should I be charged $69 for a blog theme I purchased with a premium account?

I paid for a Premium WordPress membership ($99) and later bought a theme, which supposedly comes free with that membership. However, I was charged $69 for it. That’s wrong. Please settle this issue. I want that theme, but it should be covered by the initial payment made ($99), right? In addition, when I go to my WordPress dashboard, my account type still shows an option to upgrade to Premium. Why is that (since I’ve already paid for that membership)?

WordPress.com Premium does not include premium themes, but you are welcome to purchase premium themes in addition to the Premium plan. With WordPress.com Premium, you get the following upgrades:

The Premium upgrade actually applies to the blog itself rather than your account, so you may see the “Go Premium” button on certain pages at WordPress.com even if you have purchased the upgrade for one of your blogs. However, you shouldn’t be seeing it in your blog’s dashboard. If you are concerned about this, please let me know where you are seeing this button (you can give me a link to the page where you see it) and I’ll be happy to take a closer look!
