Why won’t my enable browser stay on and how do I unpause a site I never paused

I haven’t been getting notified of all my posts nor have I been getting them and I found out tonight some were paused with me knowing, how do I unpause a site and how do I enable browser notifications toggel button when it won’t stay on?
The blog I need help with is: (visible only to logged in users)

“Paused” doesn’t mean the site itself is paused, it just means email delivery for that Reader subscription is paused
To resume those emails, open Reader > Manage subscriptions, find a blog marked “Paused,” and click the three dots beside it. Turn on Email me new posts, then choose whether you want the emails instantly, daily, or weekly.
For the browser setting, which browser and device are you using? If the switch turns itself off, your browser may have notifications blocked for WordPress.com. Click the icon beside the address in the address bar, change the site’s notification permission to Allow, then try the switch again.

I tried that but that didn’t work instead the site disappeared completely like it deleted what now?

It sounds like you may have accidentally unsubscribed from that site. Don’t worry, that only removes it from your Reader, not from WordPress.com.
Go to Reader > Manage subscriptions, click New subscription, and enter the site’s address. Once it’s back in the list, use the three dots beside it to choose how often you want email updates.
