  Hi there,

  As mentioned here, your site must have an upgrade in order to participate in WordAds. https://wordpress.com/support/wordads-and-earn/

  There is no option for WordAds on free sites because we already show ads (to help us pay operating expenses) and the only way to replace our ads with your own is to upgrade.
