  Hi! I was wondering if wordpress has a theme or offers the ability to allow a user to add content/upload photos/etc to a site? Like a forum for items/services/etc.

  That functionality is not built in to WordPress.com, but if you upgrade to our Pro Plan and add one of the plugins you see here for adding a forum to your site:
