  If I download WordPress 3.2.1 and if I create a website with it, does that mean I can put a banners on it without this act delete my website.

  The blog linked to your WordPress.com username is a free hosted WordPress.com blog. No advertising is allowed of free hosted WordPress.com blogs and violating the Terms of Service here will result in blog suspension. There are no such restrictions if you hire a web hosting and download run your own WordPress.org install.
