WordPress capability question

I am currently in talks with a client who wants to create a platform where users can create content and tag articles (much like how medium.com does their articles and tagging) they want users to create content and have the ability to share and comment and all that jazz. I was wondering if this is possible to do on wordpress? does wordpress allow users to create their own content rather than just the company supplying content to the users?

By default the only people who can create content on a WordPress site, whether WordPress.com or the open source software hosted somewhere else, are users who have been given dashboard access by a site admin.
In order to allow visitor-submitted content you need to use a plugin to add that functionality, and then you’d likely also need a membership plugin so that people can at the very least be required to sign up for a member account before they can post content, else you’ll be overrun with spam.
