  We have WordPress.com. I need to upload Contact Form 7. How do I access Dashboard?

  You can’t upload ContcatForm7 or any other third plugin on the Free Plan. To do so you must upgrade to the Business Plan. You really don’t need ContactForm7, https://en.support.wordpress.com/wordpress-editor/blocks/form-block/
