WordPress Online: Can I add addons?

I am brand new to WP and I’m using it in a “sandbox” mode made possible through the person who administers my HOA’s website.
I’m using the sandbox to create and prototype a new design for our HOA’s website. I found “ToolTips” as a plugin which provides a feature I like, but it’s not clear to me how to install it when using WP as an online program (rather than one on my desktop). Can you please provide me some directions on how I can do such an installation — or are plugins like “ToolTips” limited to only desktop versions of WP?
