I want to move my self-hosted site to .com for 1-2 years. But I’m confused about the process. wordpress.com move site via importer, But how will the media be imported-download when the site can be active at one host only.
And again I want to move out of wordpress.com to .org after 2 years. How will I be able to export thousands of media images out of wordpress.com without access of files?

As long as the old site is online, the new site will transfer over any media attached to posts and pages included in the export file.

I don’t understand what are you saying.
I’m already familiar with basic wordoress.org dev and migration. I’m planning to go business because I have custom plugins and themes.
Since the .com does not allow file-access. Export-import is the only option for moving. But The export XML file does not contain the images themselves, so how the transfer will be possible when I change nameservers from my self-host to wordpress.com.
Will not my site be dead at self-host and active at .com while the transfer happens?

You can migrate your full site, including plugins, using our WordPress migration option that staff-blorbo linked to first in his reply above:

This method is not a standard WordPress export/import, but requires you to connect the site to your WordPress.com account via the Jetpack plugin, and then Jetpack migrates everything over to our servers.
This process does not take your existing site offline, nor does it transfer the domain to us, so at no point will the existing site go down. Once the site migration is complete, you can follow these instructions to migrate the domain to us as well:
