Live Chat is not available and I don’t understand why. My friend just bought WordPress.com, but she wanted WordPress.org. Is there any way that can be refunded and switched? This is a very confusing and expensive mistake that no alerted her would be an issue prior to purchase.

Not a problem. We have a 30 day refund policy for WordPress.com plans (96 hours for domain registrations and renewals).
