  The folks who used to manage our University student blog are no longer with the institution and we would like to be able to access old content. Is there any way to transfer the ownership without having the account login?

  You need to find some way of contacting the person who created the site as only the owner can instigate the transfer of a WordPress.com site (you are talking about a WordPress.com site?) to a different account:
