WordPress Upgrade Blog Selection

  Custom and Package Upgrades are designated to a single blog; however, if more than one blog exists in an account which blog does the upgrade apply to? In some instances, blog selection is available when upgrading; however, there is also a default option that does not have an assigned blog, does this mean the primary blog is autoselected?
