WordPress Upgrade Features

  Are upgrades a service wide feature applicable to all created domains in an account? Also, the Custom Design upgrade does not indicate footer editing as an option, is this upgrade enabled to customize the footer through the widgets menu?

  Upgrades apply to one blog and are in effect for one year only when they are due for renewal. http://en.support.wordpress.com/upgrades/

  The only exception is premium themes which are a one time purchase that applies to a single blog only.

  the Custom Design upgrade does not indicate footer editing as an option

  The Custom design upgrade clearly states this:

  May I remove credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?
