  Hello, I was charged $99 for my wordpress website that I had cancelled a while ago. How can I ensure it is cancelled?

  For what site were you charged? The account you’re using to post here only owns the free site, http://stacymeetsworld.wordpress.com/, and has never purchased any upgrades from WordPress.com.
