WordPress.com vs WordPress.org

Hi I wanted to set up a new blog and I’ve being doing some research and I’m undecided whether I should use wordpress.com or wordpress.org. I understand that wordpress.org should be used for self-hosted blogs which ideally I would want in the future. However, I would like to start off first of all using wordpress.com and then possibly migrating the site to a self-hosted blog (this is apparently free on WPengine). If I were to purchase the personal plan and start off with this and then decide to migrate the site using WPengine, would I continue to be charged for the personal plan?

The blog I need help with is: (visible only to logged in users)

You can start off with a free plan if you wish here at WordPress.com. Plans are paid for one year in advance. Refunds are possible if you’ve had the plan for less than 30 days. If you moved to a self-hosted site using WordPress.org software before the year was up then you’d have to make sure you cancelled the auto-renewal of the WordPress.com plan.
