WordPress.com vs. WordPress.org functionality

What is the difference between wordpress.com and wordpress.org. I would like to get wordpress.org functionality somehow with the domain I purchased through wordpress.com. Had I known they were different I wouldn’t have purchased my domain through wordpress.com unless the two are compatible like they are on iPage and other such sites.

Here’s some information about the differences between WordPress.com and WordPress.org:
You can definitely still use your domain on your WordPress.org site. Since it was recently registered, there is a 60 day transfer lock required by the registrar. We can not waive this.
During that 60 days, you can change your name servers or A records to point it at your new site.
Once the transfer lock period is over, you can transfer your domain to any registrar of your choosing.

How can I go about setting this up on WordPress.org then? Does this mean that wordpress.com is my host? Or was the $26 just for the domain?

WordPress.com is your current host for your site. Hosting here at WordPress.com is completely free. The $26 charge was for the private registration of your domain.
To move to a self-hosted site, you’ll need to create an account with a web host. Then you can install the free open source WordPress software. Here are some resources on getting started with WordPress.org:

Please note, this does not include your theme or other design settings. You’ll need to manually transfer these portions. It looks like you’re currently using Hemingway Rewritten, which is a free theme here at WordPress.com. You can find a download for this theme at the bottom of the sidebar here:

Thank you for all of your help so far. I have been able to follow most of the steps that you have provided. However, I am having a hard time ensuring that the iPage account I am hosting the site on will direct everything to http://www.roadsruneveron.com. The women I spoke to on ipage said you would have to change my namesake? I am not sure how to get it to redirect to the right spot. I think it may be roadsruneveron.ipage.com. If you could assist me with figuring this out I would much appreciate it.

It sounds like you need to change your name servers. In order to set this up, I believe you need to follow the steps outlined here:

As the screenshot there shows, there’s a banner in green that says “Please contact the current registrar and update the name servers to:”
I’ll need the two name servers listed there in order to direct your domain properly.
