wordpress.org vs wordpress.com and dashboard options

    Hi, i am new to word press and like the capability of the platform.. however would like to make many customizations so i have decided to use wordpress.org and get hosting for may own domain.. my questions then are as follows:
    1. By having my own domain managed by bluehost etc.. will i have a dashboard like i do on wordpress.com
    2. Will the dashboard have more options eg being able to edit the css of themes and the ability to create my own/use my own themes
