worldpress is not canceling and refunding my purchase! is that normal?

I m asking word press to cancel and refund my purchase for more then 5 times now cos they are keeping asking me for more upgrades each time i want to edit something… and no one is canceling and refunding my purchase… is that normal, what is the phone number to complain?

Just to clarify, you don’t need any additional upgrades to do things like use the Custom Design features on your blog, since you already have the WordPress.com Premium upgrade. Custom design is included in that upgrade on your blog. :) Please let me know if you have any questions about how that works.
If you are sure you don’t want WordPress.com Premium, though, you can go to Store > My Upgrades in your dashboard and click on “Cancel and Refund” for a full refund.
Or if you prefer, I can cancel and refund it for you. Please just reply here to let me know and I can take care of that for you.

word press is not canceling my upgrade and i did try that more then 10 times, is there a number we can call to complain about a problem we faced on wordpress?
Unfortunately after buying the premium to write on the footer i been asked to upgrade to do so an upgrade above my premium upgrade and that’s why the reason i did cancel my wordpress… in the past been using wordpress but it’s not the same anymore, been 2 days and they are not canceling my upgrade, kindly can u give me full address of word press in the US? I want to take further actions cos they are not canceling my upgrade.

Regarding the delay of refunding my purchase from wordpress as it’s a limited time of 30 days, kindly let your wordpress company reply to the open dispute case sent to them from paypal.

There’s no need to open a dispute — I’d be happy to refund your purchase for you if you’re not happy with the upgrade.
I see that your subscription has been cancelled, and $79 (for the Premium plan) has been refunded. However, since you disputed the charge for the domain purchase, I’m not able to refund that. (If you decide to continue with the dispute, it will need to go through that dispute process.) If you cancel that dispute I can refund the purchase for you from my end — just let me know if you decide to do that and I’ll take care of that refund for you.

Thank you for refunding the premium plan. Regarding the domain transfer from Goddady to word press i see it unfair not to be refunded, because i did pay for it for using wordpress server and common sense say that it need also to be refunded.
I will cancel the dispute right now, kindly refund my money.
I don’t know if wordpress work the same how goddady work as re-sellers who use wordpress as wordpress to sell wordpress services, but if yes unfortunately i was dealing with a very greedy re-seller who made me never in all my life think or advise anyone to use wordpress.
Kindly do note that in case i m not refunded, i will reopen the dispute case after 7 days from now.

We cannot issue a refund for a payment that is in dispute as the transaction is locked by PayPal pending their investigation. You can either wait for PayPal to resolve the dispute through their process, or you can close the dispute with them and we’ll refund your money right away.

There is a contradiction in what you are telling me, as i did open 2 dispute for 2 payments and the first one been refunded before closing it, why the second one can’t be the same process.
If i close the dispute and if you don’t refund me i will never get my money back, common sense say to wait paypal process.
