wp account concern – previously bought hosting and domain which expired. Can’t make a basic wp site

This WP account was previously linked to a hosting and domain. Those things expired already and I’m trying to use this WP account as a regular account. I can’t seem to make a regular wordpress site. Do I need to close/delete this WP account? If yes, can I still make another one using this email?
