I have a premium plan and have been without issues for several years. First of all I can no longer connect directly from my iPad to WP.com. When I use the WP app to create a blog the tool bar is abbreviated and does not include the color tab and the gear tab to add an excerpt to the blog is missing. Please help!

Are you using the iPad app, or the Safari browser on your iPad? If the iOS app, what version number are you using?
And can you expand on what you mean by connecting to WordPress.com?
There shouldn’t be any need to connect anything. Whether you use the app or the mobile browser, you should only need to log in using your WordPress.com account username and password, and your site should be visible to you there same as in a browser on a computer.

Are you referring to the editor toolbar that lets you add bold text, italics, links, etc?
The toolbar on the app does not include all the options that are available in a browser, no, as space on mobile devices is limited so we’ve only included the most commonly-used tools there. To change font color you’d need to use a browser instead.
the gear tab to add an excerpt to the blog is missing
The app doesn’t show a gear icon. But if you tap on the editor menu and go to Post Settings, you should see an option to add an excerpt there.
