WP now charges a fee to launch and to transfer domain names?

  I tried doing two things: launching the site to make it public and transfer an existing domain name to this one, and both required that I selected a Paid plan. Can I do both without having to select a Paid plan? I remember WP being free before.

  You have a free site http://buyballoonsph.wordpress.com/ with a free wordpress;com subdomain. But if you want to use your custom domain, you need a paid plan, https://wordpress.com/pricing/
