Can I add plugins with a premium plan, or do i have to go all in, with the Business plan to be able to add plugins to my sites?

you need to move off WordPress.COM to your own host and use the WordPress.ORG software – no plan here short of the VIP plan that starts at about $20,000/yr will let you use plugin’s

No upgrade on WordPressdotcom will give you the ability to add 3rd party plugins. More on that here: https://en.support.wordpress.com/plugins/
The annually renewing Business bundle will allow you to add e-commerce to your WPcom site through WPcom’s partner sites (and they charge an additional fee on their end) and connect to Google Analytics, but that’s it. No other plugins can be installed. https://store.wordpress.com/plans/business/
If you want full access to 3rd party plugins on your site, you might want to consider hosting your own standalone install of the WP software instead. https://en.support.wordpress.com/com-vs-org/ and
