  With WordPress.com the only way to use Google AdSense is through a plugin which requires our business plan. Those details are here: https://wordpress.com/pricing/

  We use WordAds, which is our own internal ad network. You’ll need a custom domain added to the free site in order to be eligible for earning money off of those ads.
