Graduated with BA in History-Political Science, De La Salle University, Manila, Philippines (1977). Pursued MA in History, with specialist training in International Relations, at the University of Toronto (1987-88, under the Rotary Foundation Scholarship Program). Former Chairman, Dept. of Political Science, Mindanao State University-Iligan Institute of Technology (Iligan City, Philippines). Former president, Philippine Press Club-Ontario. Currently employed with Toronto Employment & Social Services. Freelance writer.
