Can't Seem To Access General Settings

    I’ve been trying to figure out how to change the title of my blog and the answer I keep finding is to go to Dashboard and then to settings and then general settings. The problem is when I go to dashboard and then settings, all that comes up are sharing settings and polls, not general settings or anything else that’s supposed to be under the settings menu. Does anyone know how to solves this?

    The blog I need help with is: (visible only to logged in users)

    Log into your blog as an Admin. You need to be an Admin to change those settings
