Making a page that has categories AND itself holds posts

I have a page called “RECIPES” which, when you hover the mouse over, gives the option of 4 categories (breakfast, treats, lunch, dinner). However, you can also click on the option “RECIPES” – as it stands this leads to a blank page. I was wondering how I could change it so that if you click on “RECIPES” it leads to a sort of index of all my recipes uncategorised.

Why would Recipes itself not be a category? In which case the Recipes category page is what you want?
