So Things Have Changed With a Free WP .org blog??

First of all I have looked everywhere on .com forum and .org forum. I must have missed something since leaving WP over a year ago. I use to have a free blog on WP using the .org site. I know and knew the difference between .org and .com
I have set up a new WP blog using the “start with a free site’ link. I am made posts, pages, published and scheduled. But the problem is when I went to launch my site. It kept sending back to the plan page.
It all started when I went to WordPress.ORG to set up a free blog and it would transfer me to a new .COM page.
I think I understand under the current WordPress system IF I want a free blog then I have to download that free WP program to a host that I pay for. I don’t have a host, nor intend to pay for a host. I have done that in the past, used FTP blah blah blah … that is not what I am looking for.
I just want a free WordPress blog like it was a couple of years ago, when I chose free than was sent to a lot of free templates to use in setting up the blog.
Am I right to assume that in the past year or so WordPress changed their system where free blogs have to be downloaded to someone private host now matter what service they chose to host their free WordPress blog ????
