Want to create a website, but confused by what I've foud

I am trying to create a new website, not just a blog. I fiddled around with WordPress last week to explore how to create a website. I didn’t think that I explicitly ordered a blog website because I never officially ordered it. But I discovered today that it exists, but I don’t know how that happened. I would like to speak with someone to make sure I am creating the kind of website that I desire. Go Daddy gives you a number to call actual people. When I tried to create a WordPress blog before, I ended up creating two blogs by mistake and that got me so confused that I didn’t use them that much. Right now I am totally confused and turned off. I have doubts about relying on public forums to sort out this service.

Any WordPress.com site will display posts on the front page by default, and so may seem like the “blog” you are trying to avoid. However, you may change this behavior as I will explain presently.
When creating a new WP.com site there is no blog/website option. Whether a “blog” or a “website” is desired the raw material and tools offered by WordPress.com are the same. The result depends upon what you do with the raw material and tools.
Some themes will be better suited to your purposes. Have you browsed through the WordPress.com Themes Showcase? The page has filters, under “Find a Theme,” which might help to narrow down your search for suitable themes.
To display a static page on your front page (aka homepage), see the Set a Static “Home” Page (Front Page) support page for information and instructions. Setting a static page to display on the homepage removes the posts page from the homepage. Though you may choose to display the posts page elsewhere on the site, you’d needn’t necessarily create any posts at all.
